概覽
自東漢中葉，三公職漸輕而尚書權漸重，尚書既由宮中近侍轉為總攬機要，參預外朝政事，則不復理內勤職務。皇帝為制衡樞機、親裁要務，乃擢宮中近臣，使之評省尚書奏事、協理文書批答，即後世之「門下省」。亦有另設機密之署，以分尚書部分要權，是為後世之「中書省」。
