Zhang Liao, courtesy name Wenyuan, was from Mayi, Yanmen. He was a descendant of Nie Yi, but his family had changed its surname to escape reprisals. In his youth, he served as a commandery clerk. At the end of the Han, Ding Yuan, Inspector of Bing Province, recognised his exceptional martial prowess, summoned him to serve as an aide, and ordered him to lead troops to Luoyang. He Jin then sent him north of the Yellow River to recruit soldiers, and Zhang Liao raised more than a thousand men. By the time Zhang Liao returned, He Jin had fallen, and he and his troops came under Dong Zhuo. After Dong Zhuo's fall, Zhang Liao and his troops came under Lü Bu, and Zhang Liao was promoted to Commandant of Cavalry. When Lü Bu was defeated by Li Jue, Zhang Liao fled east with him to Xu Province and became Principality Chancellor of Lu. He was then twenty-eight years old.

After Cao Cao (posthumously honoured as the Grand Progenitor) defeated Lü Bu at Xiapi, Zhang Liao led his men in surrender. He was appointed Gentleman General and enfeoffed as Marquis Within the Pass. Having repeatedly earned merit in battles, he was later promoted to Assistant General. After Yuan Shao's defeat, Cao Cao separately dispatched him to pacify the counties of Lu. Zhang Liao and Xiahou Yuan then besieged Chang Xi in Donghai State. After several months, their provisions were exhausted, and they considered withdrawing. Zhang Liao said to Xiahou Yuan, "For several days now, whenever I patrol the siege lines, Chang Xi has fixed his gaze upon me. His men have also been shooting fewer arrows. He must still be wavering and therefore is not fighting with all his strength. I wish to invite him to parley. Perhaps he can be persuaded to surrender." He then sent word to Chang Xi: "Lord Cao has instructions for you and has sent me to convey them."

Chang Xi duly came to speak with Zhang Liao. Zhang Liao told him, "With his extraordinary martial prowess, the lord now seeks to win the allegiance of the four quarters through virtue. Those who submit first will be richly rewarded." Xi then agreed to surrender. Zhang Liao went up alone to Mount Sangong, entered Chang Xi's home, and paid his respects to Chang Xi's wife and children. Delighted, Chang Xi accompanied him to meet Cao Cao. Cao Cao sent Chang Xi back, but rebuked Liao: “This is not how a great general should act." Zhang Liao apologised: "Your Lordship's authority and good faith are renowned throughout the realm. Bearing your sacred command, this is why Chang Xi would never dare harm me."

Afterwards, Zhang Liao followed Cao Cao in campaigns against Yuan Tan and Yuan Shang at Liyang. He earned merit and was appointed acting General of the Central Vanguard. He then joined the attack on Yuan Shang at Ye, but Yuan Shang held firm and the city could not be taken. When Cao Cao returned to Xu, he ordered Zhang Liao and Yue Jin to capture Yin'an and move its people south of the Yellow River. Zhang Liao later again took part in the siege on Ye. After the city fell, he was detached to pacify Zhao State and Changshan, securing the surrender of the bandits in the surrounding hills, including Sun Qing of the Black Mountains. He then joined the attack on Yuan Tan. After Yuan Tan was defeated, Zhang Liao led a separate force along the coast and defeated Liu Yi and other bandits from Liaodong. When Zhang Liao returned to Ye, Cao Cao came out personally to welcome him and invited him to ride in the same carriage. He then appointed Zhang Liao General Who Sweeps the Bandits. Zhang Liao later led a separate campaign against Jing Province, pacified the counties of Jiangxia, and returned to garrison at Linying. He was enfeoffed as a Capital Neighbourhood Marquis. Zhang Liao also joined the campaign against Yuan Shang at Liucheng. When they unexpectedly encountered the enemy, Zhang Liao urged Cao Cao to give battle, his ardour fierce. Impressed by Zhang Liao's valour, Cao Cao gave Zhang Liao his personal command banner. Zhang Liao then attacked, routed the enemy, and beheaded the chanyu Tadun.

The Fu Zi says: When Cao Cao was about to campaign against Liucheng, Zhang Liao remonstrated: "Xu is the seat of the Son of Heaven. With the Son of Heaven now at Xu, if you march far north and Liu Biao sends Liu Bei to seize Xu by surprise, he could command the realm from there. Your power would then be lost." Cao Cao judged that Liu Biao would never be able to entrust Liu Bei with such a task, and so set out.

At the time, Jing Province was not yet pacified, and Zhang Liao was again sent to garrison at Changshe. As he was about to depart, conspirators within the army set fires and caused a disturbance at night, throwing the entire force into confusion. Zhang Liao told those around him, "Do not move. The whole camp has not rebelled. Someone must be fomenting trouble merely to throw the men into disorder." He then ordered all who had not rebelled to remain quietly seated. With several dozen of his personal guards, Zhang Liao took his stand at the centre of the camp. Before long, order was restored, and the chief conspirator was seized and killed. Later, Chen Lan and Mei Cheng rebelled with the six Di counties. Cao Cao sent Yu Jin, Zang Ba, and others against Mei Cheng, while Zhang Liao commanded Zhang He, Niu Gai, and others against Chen Lan. Mei Cheng feigned surrender to Yu Jin, who then withdrew. Mei Cheng thereupon led his men to join Chen Lan, and they moved into the Mount Qian.

In Qian stood Mount Tianzhu, towering steeply for more than twenty Li. Its approaches were narrow and treacherous, with only a barely passable footpath. Chen Lan and the others had fortified themselves on the mountain. Zhang Liao wished to advance, but the other generals said, "Our troops are few and the way is perilous. It would be difficult to press deep into the mountains." Zhang Liao replied, "Here it is one man against one man. Only the brave will press forward." He advanced, encamped at the foot of the mountain, and attacked, taking the heads of Chen Lan and Mei Cheng and capturing all their men. When Cao Cao assessed the generals' merits, he said, "Zhang Liao scaled Mount Tianzhu, braved its precipitous heights, and defeated Chen Lan and Mei Cheng. This was a feat worthy of one who sweeps away rebels." Zhang Liao's fief was increased, and he was made Provisional Bearer of the Imperial Tally.

After returning from his campaign against Sun Quan, Cao Cao ordered Zhang Liao, Yue Jin, Li Dian, and others to garrison Hefei with more than seven thousand men. When Cao Cao set out against Zhang Lu, he left sealed orders with Xue Ti, the Protector of the Army, inscribing on the envelope, "Open only when the enemy arrives." Soon afterwards, Sun Quan besieged Hefei with an army of one hundred thousand. The commanders opened the orders together. They read: "If Sun Quan comes, Generals Zhang and Li are to go out and engage him. General Yue is to hold the city, and the Protector of the Army must not take part in the fighting." The commanders were all uncertain. Zhang Liao said, "The lord is away on a distant campaign. By the time reinforcements arrive, the enemy will surely have overrun us. His orders therefore direct us to strike before their forces have fully assembled, break their momentum, and steady the hearts of our men. Only then can we hold out. Victory or defeat hinges on this one battle. Gentlemen, why do you hesitate?" Li Dian agreed with Zhang Liao.

Hence, on that night, Zhang Liao called for volunteers and mustered eight hundred men. He slaughtered an ox and feasted his officers and troops in readiness for battle the next day. At dawn, clad in armour and bearing a halberd, he led the charge into the enemy ranks, killing dozens and slaying two commanders. Roaring his own name, he burst through the fortifications and reached Sun Quan's standard. Sun Quan was greatly alarmed, and his men were at a loss. Sun Quan fled to the top of a mound and defended himself with a long halberd. Zhang Liao shouted for him to come down and fight, but Sun Quan dared not move. Only when he saw how few men Zhang Liao commanded did he rally his troops to surround Liao several ranks deep.

Zhang Liao struck left and right at the encircling ranks, then charged straight ahead and broke them open. He led several dozen of his men out, but those left behind cried, "General, will you abandon us?" Zhang Liao turned back, broke through the encirclement once more, and rescued the rest. Sun Quan's men and horses gave way before him, and none dared withstand him. They fought from dawn until midday, and the Wu soldiers were demoralised. Afterwards, Zhang Liao returned and repaired the defences. The troops were reassured, and all the generals were impressed. Sun Quan besieged Hefei for more than ten days but could not take the city, so he withdrew. Zhang Liao led the armies in pursuit and nearly captured him. Cao Cao greatly admired Zhang Liao's valour and appointed him General Who Conquers the East.

Sun Sheng comments: "War is by nature the way of deception, in which orthodox and unorthodox tactics sustain each other. When generals are sent out on campaign, capable men must be chosen and entrusted with authority. In battle, they may rely on formations whose head and tail respond to one another, or on dispositions in which separate forces give mutual support. If the commanders are not united, the army is doomed. As for the defence of Hefei, the city was isolated, weak, and without support. To rely solely on the brave would invite disaster through their eagerness to fight; to rely solely on the timid would make the position impossible to hold through fear. Moreover, the enemy was numerous and our forces few, so they were bound to grow greedy and lax. Troops resolved to die would be certain to prevail against such men. Once victorious, they could stand on the defensive, and their position would be secure. Thus Cao Cao (Emperor Wu of Wei, the Martial Emperor) judiciously chose men of contrasting temperaments, weighing their similarities and differences. He gave them secret orders and assigned each his proper use. When the moment came, their response matched as perfectly as the two halves of a tally. How marvellous!"

In the twenty-first year of Jian'an, Cao Cao again campaigned against Sun Quan. On reaching Hefei, he toured the site of Zhang Liao's battle and sighed for a long while. He then reinforced Liao, left him substantial forces, and moved his garrison to Juchao. When Guan Yu besieged Cao Ren at Fan, Sun Quan declared himself a vassal. Cao Cao recalled Zhang Liao and the other armies to relieve Cao Ren. Before Zhang Liao arrived, Xu Huang had already defeated Guan Yu and lifted the siege. Zhang Liao joined Cao Cao at Mo Lake. When his army arrived, Cao Cao rode out in his carriage to welcome him. Zhang Liao then returned to garrison Chen.

When Cao Pi (posthumously honoured as Emperor Wen, the Civil Emperor) succeeded as King, Zhang Liao was transferred to General of the Front. His elder brother Zhang Fan and one of his sons were each enfeoffed as a Marquis.

The Book of Wei states: The king bestowed upon Zhang Liao a thousand bolts of silk and ten thousand hu of grain.

Later, Sun Quan rebelled again. Zhang Liao was sent back to garrison Hefei and promoted to Capital Township Marquis. His mother was given a carriage, and troops and horses were provided to escort his family to the garrison. A retinue was ordered to go out and welcome her on her arrival. All the officers and officials under Zhang Liao's command arrayed themselves along the roadside and bowed before her. Onlookers marvelled at the honour accorded her. When Cao Pi ascended the throne, Zhang Liao was enfeoffed as Marquis of Jinyang. His fief was increased by one thousand households, bringing the total to two thousand six hundred. In the second year of Huangchu, Liao attended court at the palace in Luoyang. Cao Pi received him in Jianshi Hall and personally questioned him about how he had defeated Wu. The emperor sighed, then turned to those around him and said, "Here is another Shao Hu of old." He had a residence built for Zhang Liao and, as a special honour, a hall for his mother. All the men who had volunteered to follow Zhang Liao in defeating the Wu army were made Rapid Tiger Guards. Sun Quan once more acknowledged himself a vassal.

Zhang Liao returned to garrison at Yongqiu, and fell ill some time after. The Emperor sent Palace Attendant Liu Ye with imperial physicians to attend him, while Rapid Tiger messengers came one after another to enquire after his condition. Before he had recovered, the Emperor had Zhang Liao brought to where he was. The emperor visited Zhang Liao in person, took his hand, and bestowed imperial robes upon him. Each day, the Imperial Kitchen sent him food from the Emperor's own table. When his health had somewhat improved, he returned to his garrison. Later, Sun Quan rebelled again. The Emperor sent Zhang Liao by boat with Cao Xiu to Hailing and Linjiang. Sun Quan feared him greatly and warned his generals, "Though Zhang Liao is ill, he cannot be withstood. Be on your guard!" That year, Zhang Liao and the other generals defeated Sun Quan's general Lü Fan.

Zhang Liao fell gravely ill and died at Jiangdu. The emperor shed tears for him and posthumously titled him Marquis Gang, the Resolute Marquis. His son Zhang Hu succeeded him. In the sixth year, the emperor recalled the merit Liao and Dian had earned at Hefei and issued an edict: "At the battle of Hefei, Zhang Liao and Li Dian, with eight hundred infantry, routed an enemy force of a hundred thousand. Since antiquity, nothing like it has been known in warfare. They left the enemy frightened to this day and may truly be called the claws and fangs of the state. Let one hundred households be split from each of their fiefs, and let one son of each be enfeoffed with them as a Marquis Within the Pass." Zhang Hu later became an Adjunct General. After his death, his son Zhang Tong succeeded him.
